CCHIT UNVEILS NEW HIE INTEROPERABILITY TESTING AT HIMSS13

Will Introduce Programs and Demonstrate Tools to Test Connectivity 

CHICAGO – March 4, 2013 – Today, the Certification Commission for Health Information Technology is announcing the opening of the pilot phase of a new health information exchange compliance testing program at the Healthcare Information Management Systems Society (HIMSS) 2013 Annual Conference and Exhibition in New Orleans; it also will reveal the program seals designed to help healthcare providers identify health information exchange (HIE) certified technology, and demonstrate its automated testing tool for vendors.

At completion, the HIE compliance testing and certification program components include the following:

1)    HIE Certified Community™, for electronic health records (EHRs) and other health IT systems, that will enable state-wide patient data inquiry allowing clinicians to query an HIE for information on specific patients

2)    HIE Certified Direct™ that provides a simple way for providers to send secure health information directly to trusted recipients, including patients, over the Internet

3)    HIE Certified Network™ for HIE-to-HIE connectivity and for connection to the eHealth Exchange

Certification will be specific to each technology and its version, and include testing of commercially available products, healthcare provider participants and health information exchanges.

“For the first time providers and purchasers of EHRs and HIE will have a simple way of assuring their system has all the capabilities required for plug and play interoperability,” said Dave Whitlinger, Executive Director of the New York eHealth Collaborative. “In New York, vendors will be required to pass the compliance testing program in order to connect to the SHIN-NY (the Statewide Health Information of New York).”

The planned pilot testing – for HIE Certified Network – is  the first offering of a collaboration of states, public agencies, federally funded HIEs and HIT companies covering more than 50 percent of the U.S. population. Healtheway, the public-private partnership of the eHealth Exchange, and the EHR/HIE Interoperability Workgroup, a consortium of states and vendors, established the program to test and certify EHRs and other health IT to enable reliable transfer of data within and across organizational and state boundaries. CCHIT was selected as the compliance testing body by the partnership. The pilot will begin soon after the HIMSS meeting, and the launch of the certification program is planned for late in the spring.

“We’re creating a robust, highly automated testing program using an open source version of the AEGIS Developers Integration Lab (DIL) tool that relies on a set of specifications created by the partnership. Our aim is to enable true plug and play connectivity to simplify HIT development and reduce the cost of interface development,” said Alisa Ray, Executive Director and CEO, CCHIT.  “This will help health IT developers get their technology to market quickly and prepare provider and HIE participants share information more efficiently.”

EHR developers and others can view a demonstration of CCHIT’s testing software at the HIMSS Interoperability Showcase (Kiosk 17-7, La Nouvelle Ballroom–Level 2).

“The certification program also will support a recently announced collaboration between Healtheway and the Care Connectivity Consortium (CCC), combining Healtheway’s robust network services expertise with the advanced patient-centered care technology and commitment to health IT innovation of CCC,” said Mariann Yeager, Healtheway’s Executive Director.  “The collaboration will support IT interoperability among more than 40 health provider organizations across the nation, including founders Geisinger Health System (PA), Group Health Cooperative (WA), Intermountain Healthcare (UT), Kaiser Permanente (CA), and Mayo Clinic (MN).”

Additional HIMSS13 Demonstrations

CCHIT experts also will be on hand during the HIMSS meeting at The Meaningful Use Experience, Booth 149 in the Exhibit Hall. The Meaningful Use Experience is a special demonstration area that puts visitors in the middle of certified EHR solutions including complete EHR and EHR modules. Visitors to this interactive event will be able to connect with vendors, hear presentations and see demonstrations side-by-side.

At RSNA Dell made several announcements involving significant customer and partnership alliances for its cloud-based medical image archive platform, pushing the company to the forefront of cloud-based medical image management.  In fact, in September, Frost & Sullivan recognized Dell Healthcare and Life Sciences with its 2012 North American Company of the Year Award, based on the firm’s analysis of the enterprise imaging informatics market.

o   The Dell Cloud Clinical Archive is now managing more than 78 million clinical studies and more than 5.4 billion imaging objects, and supporting more than 800 clinical sites in one of the world’s largest cloud-based, vendor-neutral medical image archives.

o   Intermountain Healthcare has selected Siemens Healthcare and Dell to provide medical image archiving and sharing services via the cloud to address their long-term data storage needs and consolidate medical imaging data across multiple picture archiving and communication system (PACS).

o   Leveraging the Dell Cloud Clinical Archive (DCCA), Dell and Siemens will be archiving over 14.7 million medical studies over the next few years.  Dell will also migrate an additional 470 terabytes of medical data into its cloud.

·         Dell and Siemens Healthcare Enable Pomona Valley Hospital Medical Center to Meet Growing Demand for 3D Mammography

o   Pomona Valley Hospital Medical Center (PVHMC) has selected Dell and Siemens Healthcare to provide diagnostic image archiving and sharing services to address long-term data storage needs and reduce the complexity of managing medical images. The move provides the hospital with a scalable and cost-effective storage and archival strategy for its new 3D breast imaging services.

Dr. Brent James, the chief quality officer at Intermountain Healthcare, was announced as one of this year’s Deming Cup recipients. The Deming Cup – which grew from Columbia Business School’s W. Edwards Deming Center for Quality, Productivity and Competitiveness’ – is an annual award given to individuals who have made outstanding contributions in the area of operations and have established a culture of continuous improvement within their respective organizations. GE Healthcare nominated Dr. James for the award.

Annual award recognizes contributions to the field of operations made by leaders in various industries

Columbia Business School’s W. Edwards Deming Center for Quality, Productivity and Competitiveness announced today the winners of the second annual Deming Cup. The winners received the award at a dinner at Columbia University on November 2, 2011. The Deming Cup grew from the center’s drive to highlight the achievements of business practitioners who adhere to and promote excellence in operations – the Deming Center’s area of focus. This award is given annually to an individual who has made outstanding contributions in the area of operations and has established a culture of continuous improvement within their respective organization.

This year the Deming Center awarded the Cup to two recipients – Dr. Brent C. James, Chief Quality Officer at Intermountain Healthcare, and Sergio Marchionne, Chairman and Chief Executive Officer, Chrysler Group LLC and Chief Executive Officer, Fiat S.p.A. Dr. James was recognized for his pioneering work in applying quality improvement techniques that were originally developed by W. Edwards Deming and others, in order to help create and implement a “system” model at Intermountain, in which physicians study process and outcomes data to determine the types of care that are most effective. Sergio Marchionne was honored for proving how by executing operations principles – including focusing efforts to reduce waste, improve processes, and meet customer needs – a leader can build a stronger and more competitive business.

Samuel J. Palmisano, Chairman, President and Chief Executive Officer of IBM Corporation, who was awarded with the inaugural Deming Cup, explained how Sergio Marchionne elevated the performance of Fiat and Chrysler Group through the use of operations techniques and visionary leadership. Mr. Palmisano introduced Mr. Marchionne at the honoree dinner. “Sergio Marchionne is a leader in the true spirit of W. Edwards Deming, the type of leader who navigates through a turbulent economy while building a business based on strong values and a long-term vision,” said Mr. Palmisano. “Under his stewardship, both Chrysler and Fiat have cultivated an environment of operational efficiency and developed a collaborative, forward-thinking culture.”

Keith S. Sherin, Vice Chairman and Chief Financial Officer of General Electric (GE), who introduced Dr. Brent James at the November 2nd event, discussed Dr. James’ accomplishments in the field of operations.“Dr. James has consistently demonstrated that we can improve the quality of healthcare while lowering the cost by practicing the principles of W. Edwards Deming.  Brent James is a visionary and he is passionate about teaching physicians to improve outcomes by reducing variation. Because of his work and because of Intermountain Healthcare’s dedication to quality, Intermountain is recognized as one of the most effective healthcare systems in the world.”

Real time exposure to Dr. James’ vision and teaching has been instrumental in the collaboration between GE Healthcare and Intermountain, launched in 2005.  The joint project team, including 100 Intermountain and 325 GE Healthcare IT employees located at offices in Murray, UT, is creating an innovative platform to provide a standardized, portable representation of healthcare guidelines and best practices that help healthcare institutions manage clinical knowledge, improve quality and optimize the delivery of information to the point-of-care.

Nelson M. Fraiman, Director, W. Edwards Deming Center, and Professor of Professional Practice, Decision, Risk, and Operations at Columbia Business School commented on the importance of the award, “The Deming Center focuses on developing new insights in all areas of operational excellence. The award gives us an opportunity to recognize best practices in the area of operations and informs academics and executives about individual accomplishments in the field. This year’s recipients depict how expertise in operations can cultivate excellence in firms in a wide range of sectors.”

The Deming Cup’s judging committee was led by co-chairs Robert M. Amen, Executive in Residence at Columbia Business School, and Paul H. O’Neill, Former Secretary of the U.S. Treasury. 1 The committee received nominations through a variety of channels – such as an ad in The New York Times, solicitations sent to the CEOs of the top 300 companies in the US, Europe, Latin America and Asia, business and engineering school faculty around the world and Columbia Business School’s alumni and Board of Overseers committee. Nominations were received from April 1 through June 15, 2011.

A working group of the Judging Committee then screened the nominations to narrow the field to 4 finalists. Afterwards, the entire Judging Committee voted for a winner and runner-up, in order to determine who should receive the prize. Dr. James and Mr. Marchionne led the voting, receiving the same number of votes.
