Most Regional Extension Centers Plan to Remain Open for Business

CHICAGO (April 30, 2014) – The American Recovery and Reinvestment Act of 2009 (ARRA) introduced Regional Extension Centers (RECs) into the healthcare lexicon with these state-based and regional organizations designed to help eligible providers achieve meaningful use (MU).

Funding for RECs from the Office of the National Coordinator for Health IT (ONC) ends at the close of 2014, but respondents to the 2014 HIMSS Regional Extension Center Survey indicated they will continue to do business.  Results show:

  • 85 percent of respondents indicated they did not expect to close their doors;
  • 28 percent of the 36 executive respondents reported their funding ran out before the end of February 2014;
  • About three-quarters (72 percent) had applied for a no-cost extension of their ONC funding;
  • Nearly half are creating strategic partnerships with other organizations in their service area; and
  • Almost half reported that they have received state funding to maintain operations.

Conducted in December 2013 and January 2014, the survey included 39 respondents representing 37 REC organizations.  Almost half of the respondents (46 percent) said they were President/Chief Executive Officer/Executive Director of the REC with another 13 percent of respondents noted they were the REC Director. Other respondent titles included Director of IT/IS, VP of IT/IS, Manager of IT/IS, Chief Information Officer or staff-level IT/IS.  In addition, respondents are from 35 states with at least one respondent from all nine US census regions.

“According to our results, the survey respondents understand the need for and value of collaborative efforts with other RECS and organizations to support and be part of the services they offer,” says Lisa Gallagher, vice president, technology solutions, HIMSS. Gallagher explained that 92 percent of the respondents indicated they are focused on financial sustainability for their REC, with various funding options and educational support from ONC/CMS cited to help maintain the services offered.  “The survey respondents also offer a positive outlook for their REC as they continue focus on future endeavors.”

By the Numbers…Regional Extension Centers 

  • 147,000 providers now enrolled with a REC.
  • More than 124,000 (of these 147,000 providers) are now live with an EHR; 70,000 have demonstrated meaningful use.
  • 872 critical access hospitals/SRHs received incentive payments for meaningful use.

Annual HIMSS Analytics Health IT Trend Report moves toward Quarterly Releases

Texas’ Baylor Health Care System announced plans to extend GE Healthcare’s Centricity EMR across its entire HealthTexas Provider Network (HTPN), which includes more than 500 community doctors in the Dallas-Fort Worth metroplex.

Multi-Specialty Care Network Extends Deployment of Centricity EMR

With more than 500 doctors serving North Texas, the Baylor Health Care System recently affirmed its plans to extend the reach of its Centricity* EMR solution, supplied by GE Healthcare, across its entire HealthTexas Provider Network.

Since 2006, the HealthTexas Provider Network (HTPN) has been implementing Centricity EMR across its provider community with more than 250 active physicians on the system today. This announcement affirms HTPN’s commitment to implement Centricity EMR for the organization’s remaining 250 physicians. By the time the installation is complete, Centricity EMR will help Baylor physicians manage more than 1.3 million patient visits each year. GE Healthcare and HTPN are currently engaged on several initiatives to prepare HTPN for the achievement of meaningful use incentives established in the HITECH Act of the American Recovery and Reimbursement Act of 2009.

Cerner Physicians Receive First Round of EHR Stimulus Payments that Require Meaningful Use Attestation

May 19, 2011 — Last evening, Juan Salazar, MD, an internal medicine physician from McAllen, Texas, and three physicians from multi-specialty West Broadway Clinic of Council Bluffs, Iowa, announced receipt of government incentive funding for successful use of electronic health records (EHR), with the support of Kansas City, Mo. based health company, Cerner Corporation (Nasdaq: CERN). West Broadway Clinic and Dr. Juan Salazar achieved the first stage of rigorous requirements certifying them ‘meaningful users’ of health information technology and are excited to announce that the meaningful use dollars have been received via electronic bank deposits.

“All the pieces we’ve employed with Cerner through reaching Meaningful Attestation Use attestation have led to improved patient safety. The requirement from CMS [Centers for Medicare & Medicaid Services] is so beneficial to us—saying you have to do this and you have to do it now only leads to better safety,” said Jan Patterson, West Broadway Clinic’s practice administrator who drove the clinic’s meaningful use process and attestation.

To receive federal incentive funding, Medicare and Medicaid eligible professionals, eligible hospitals and critical access hospitals have to demonstrate ‘Meaningful Use’ through the CMS web-based Registration and Attestation System. According to the CMS definition of Meaningful Use, providers need to show they are using certified EHR technology in ways that can be measured significantly in quality and in quantity. The American Recovery and Reinvestment Act of 2009 specifies three main components of Meaningful Use:

  • The use of a certified EHR in a meaningful manner, such as e-prescribing
  • The use of certified EHR technology for electronic exchange of health information to improve quality of health care
  • The use of certified EHR technology to submit clinical quality and other measures
The physicians from West Broadway Clinic, including family medicine, internal medicine, endocrinology and women’s health specialists, successfully attested on April 20, 2011 and each received $18,000 in government incentive funding on May 18, 2011, with which they plan to continue to investing in patient safety for the communities they serve using certified EHR technology provided by Cerner. Dr. Juan Salazar’s office successfully attested on April 18 and also reports receipt of $18,000, the full amount offered through the CMS, as of May 18, 2011.
